(1) Mr. Duncan arrived in the Colony on the 19th. July 1911, having been appointed under an Agreement as an Apsistant Engineer, expressly far the Harbour of Refuge Vorks.
The
usual period of servios spesified in Agreement with Assistant Engineers is 3 years, but, in Mr. Duncan's case, the Agreement vas a 4-years' one in order to ensure the retention of his servions until the completion of the Harbour of Refuge Works. The Harbour of Rafugs Terka were completed in August 1915 and
H1 Mr. Duncan was subsequently granted three months' leave. Agreement was also extended for a period of one year from the date of his return from leave (28.11.15).
(2) The salary provided under Mr. Dumoen's Agreement was £560 + £40 Duży Pay. Consequent upon Mr. Jeffå being placed in charge of the Tytan Tuk Water Worka (2nd, Section), in addition to the Harbour of Refuge Works, Ir. Dumoan'» Duty Pay was inoraised to £140, with effect from the 22nd. April 1912. He is still in receipt of the same salary, mainly
£860 + £140 Duty Pay, or £800 in all.
(3) Had Mr. Duzorn been on the ordinary scale of salary of a let. Grade Assistant Engineer, he would now be in receipt of a salary of £400 + £50 Duty Pay and would be entitled to his next inorsuns on the 19th. July, when his salary would

regards his emoluments.
I may add that, in the case of
officers who had joined the service of this Department prior te Mr. Duncan's appointment, the Duty Pay Scheme was not brought into operation until the lst. October 1911.
